ARC. ABIMBOLA ADENIKE ASEIN (DIRECTOR PUBLIC PRIVATE PARTNERSHIP)

Arc. Mrs. Abimbola Adenike Asein, a renowned Architect, astute Administrator and consummate Boardroom Executive was born on 19th November, 1973 into the families of Dr. and Mrs. Olusola Familusi from Obokun Local Government Area of Osun State.

2.  She attended Federal Government College, Kaduna, where she obtained the Senior School Certificate (SSC) and thereafter proceeded to Ahmadu Bello University, Zaria between (1987-1990) for her West African Examinations Council (WAEC). An alumnus of the prestigious Ahmadu Bello University, Zaria, Arc. Asein Obtained Bachelor of Science (BSc.) and Master of Science (MSc.) in Architecture in 1997 and 1999, respectively. She equally obtained a Post Graduate Diploma (ICHUD) in 2014 from the Institute for Housing and Urban Development Studies, Rotterdam.

3.  She began her career as project Architect (NYSC) in Ericon Bello & Associates, Kaduna, where she handled the Design and Construction Supervision of the World Wide Web Building, Kaduna with Capt. Dan Omale as client between 1999-2000. Arc. Asein in 1991 as Industrial Attaché to Niger Consultants, Kaduna also carried out Architectural design, draughting and preparation of Architectural Working Drawings.

4.  In 2001 Arc. (Mrs.) Asein joined the Mainstream Federal Civil Service in the Federal Ministry of Works and Housing as Architect II, SGL 08 and rose through the ranks to her current post of a Deputy Director, SGL. 16. She was appointed the Head, Public Private Partnership Unit (Works and Housing) in November, 2020.

5.  In the course of her career, Arc. Asein has coordinated planned designed and implemented several Federal Government Housing and Works programmes nationwide, which include the novel Affordable Housing Development and Management Initiative (AHDMI) and the Highways Development and Management Initiative (HDMI) targeted at revolutionizing the housing economy and the Highways maintenance in Nigeria, among others. She is a member, Ministerial Pilot Housing Scheme and has served in various sensitive Committees in the Ministry. With her wealth of experience and confidence reposed in her, the Honourable Minister deemed it appropriate to reappoint her as a Non-Executive Member, Board of Federal Mortgage Bank of Nigeria (FMBN) in April, 2022.

6.  She is a full Member, Nigeria Institute of Architects (NIA), Best All-Round Candidate of NIA PPE in April, 2006, Registered Architect Sept., 2006, member, Architects Registration Council of Nigeria, December. 2007 and member, Society of Construction Industry Arbitrators. Arc. Asein has equally participated in various Local and International courses, serminas and workshops.

7.  A well-travelled personality, Arc. Asein speaks English, Yoruba, a little of Edo and Hausa fluently. At her leisure time, she enjoys crosswords and puzzles, reading, traveling, computer games and sports. She is particularly gifted with strong customer service and orientation skills, good organizational ability, hardworking and committed to quality with eyes for details. She is happily married to her soulmate, Arc. Ehiezoje Asein and they are blessed with children.

BRIEF ON PUBLIC PRIVATE PARTNERSHIP

FUNCTIONS OF THE PUBLIC PRIVATE PARTNERSHIP (PPP) UNIT

i)    Expression of Interest (EOI) from Private Developers which are subjected to comprehensive reviews and analysis, using a set of PPP eligibility criteria;

ii)    Identifying, prioritizing, selecting and developing framework for PPP projects.

iii)    Assessing the policy, legal and institutional environment for involving the private sector in the provision of infrastructure;

iv)    Negotiating/re-negotiating of all PPP project using best practices financial models to ensure viability;

v)    Analyzing all PPP projects with a view to determining the participation of each party in the procurement agreement;

vi)    Evaluating projects in the Capital budget and suggesting those that can be taken through PPP;

vii)    Ensuring that all PPP projects are included in the Mid-term Framework for continuity;

viii)    Undertaking financial and credit risk assessment in all PPP transactions;

ix)    Assessing, evaluating and managing post contract activities;

x)    Executing PPP Projects for the Works & Housing Sectors

xi)    Assisting policy maker in developing the required strategies for increased private sector participation in infrastructure service, including contract monitoring; and

xii)    Any other assignment relevant to the function of the Unit assigned by the Permanent Secretary.
